The invention relates to a device operating at a constant linear speed and with a suitable force for the hauling-off and receiving of a wire or cable of any type. A motor 6 drives a set of capstans 1 fitted with free wheels connected to a reel 2 driven by the winding over its central shaft of a cogged belt 4 by means of pulleys 5 and 7, the wire or cable being arranged by the wire-guiding device 3. This device provides complete synchronisation as well as a minimum force, in the case of fragile elements, and with a sustained force when a powerful haul-off is imposed, especially in the case of a stretching operation.
