PURPOSE:To make possible the electroendosmotic dehydration of sludge without the special arrangement of electrodes or filter cloth by arranging an anode-side filter cloth and an electroconductive cathode-side filter cloth in a mutually opposite position from a supply section for a material to be treated to an anode drum. CONSTITUTION:An anode-side filter cloth 3 which is spread across an anode drum 1, water-squeezing press roll 2 and a plurality of tension rolls 7-9 and a cathode-side filter cloth 6 which is spread across a cathode drum 4, a water- squeezing press roll 2 and a plurality of tension rolls 5, 10 are arranged in a mutually opposite position, at least, from a supply section for a material to be treated to the anode drum 1. That is, the use of an electroconductive filter cloth makes it unnecessary the use of metal wire netting for the cathode. In addition, a single piece of filter cloth serves as a preliminary dehydration filter cloth for squeezed-out water and cathode netting for electroendosmotic dehydration.
