This device includes a mechanical assembly consisting of a ring (16) and of arms (17), the assembly holding a generating machine equipped with a driving propeller (impeller) (9). Spacers (23) keep the device inside the pipe (22) in which the water flows during operations of filling and draining tanks. Casings (19) (20) which equip the machine determine the operating characteristics. One of them (20) is fitted with orientable fixed blades (21) acting on the rotational speed of the propeller, and with removable reducing rings (37) limiting the flow rate of water in the machine.
