PURPOSE:To realize more effective special effect by generating a read address with a limited high-order hit added thereto from an output stage. CONSTITUTION:When a video signal is inputted from an input terminal 1, the signal is A/D-converted by a A/D converter 2 and the result is sequentially written in a picture memory 4 according to a write address given from a write address generator 5. On the other hand, a timing pulse outputted from a timing generator 3 is inputted from a timing pulse input terminal of a read address generator 7 and fed to both address generators 23, 24, from which X, Y addresses corresponding to display addresses are generated. The addresses X, Y are given to bit limiters 26, 27 in which high-order 4 bits are limited and from which the addresses X, Y less by 4 bits are outputted to an arithmetic circuit 43 and the arithmetic processing is implemented, and then read addresses are generated by adding the high-order 4 bits, then different conversion processing is implemented.
