PROBLEM TO BE SOLVED: To provide a special effect moving picture generating device capable of shortening an operation time and improving the grade of a composite image about composition with video.;SOLUTION: A memory 13 stores an operation parameter about each of coordinates in video. A computing unit 3 generates a particle of random coordinates. A comparator 11 determines a parameter of the particle by performing an operation using an operation parameter corresponding to coordinates of the particle to a digital signal which is of video stored in a video signal inputting part 10 and is at a position corresponding to the coordinates of the particle generated by the computing unit 3.
