CONSTITUTION:A device is provided with a pulse encoder 12 for generating pulse signals of a number accordant with a moving amount of a rewound material A onto a rewinding roller 11, sensor 16 for detecting the rewinding roller 11 rotated by one turn and a controller 15 for outputting a speed command signal to a motor control part 20 by calculating a rewinding radius and an angular speed of the rewinding roller 11 at this time based on signals or the like from these pulse encoder and sensor.
