A tanker (11) is divided into multiple cargo tanks (23) for carrying liquid cargo such as oil. Each tank has a top wall, a bottom wall and side walls. Each tank is provided with a generally horizontal wall (69) that divides the tank into upper and lower zones. The upper zone (71) is located between the horizontal wall (69) and the top wall (41), while the lower zone (73) is located between the horizontal wall (69) and the bottom wall (43). The horizontal wall is located near the water line (65) of the tanker and is oil tight so as to eliminate the head pressure of the oil in the tank in the event the lower zone is ruptured.
