The plant comprises a first crushing stage with a prim. mill (1) and a controllable input conveyor (8). Beyond the first stage is a second stage intended for prodn. of fine powder, and which incorporates a sec. mill (3) and a wind sifter (4) arranged in a rotary crushing system. In the wind sifter, crushed material is sepd. into fine and coarse quantities, the fine material being fed back to the sec. mill. A regulating device for the second stage, acts constantly on material coming from the first stage and the coarse material fed back to the second stage from the wind sifter. The first stage also functions as a rotary crushing system, incorporating a first wind sifter (2) to which is fed the total amt. of pre-crushed material (18) from the prim. mill (1). The wind sifters (2,4) in both cases are of the basket or dispersal plate type.
