PURPOSE:To eliminate that a transmitting speed is increased unnecessarily and to raise a transmission efficiency by using the violation of a bipolar signal. CONSTITUTION:At a transmitting side, a violation control signal is outputted when a condition information input IN2 is an 'ON' condition in a violation control circuit 1. A transmitting code converting circuit 2 converts the unipolar signal of a data input IN1 to a bipolar signal, converts a violation and sends by the control signal from the violation control circuit 1. At the receiving side, the signal of a receiving input IN3 is converted from the bipolar signal to the unipolar signal by a receiving code converting circuit 3, and a data output OUT1 is reproduced and outputted. On the other hand, a violation detecting circuit 4 inputs the output from the receiving code converting circuit 3, detects the violation and reproduces and outputs condition information OUT2.
