PURPOSE: To continuously execute vacuum arc descaling without extinguishing a vacuum arc regardless of the traveling speed of a work by decreasing the surface roughness after a vacuum arc descaling treatment regardless of the surface characteristics of the work. ;CONSTITUTION: An electrode 2 and an electrode lead 3 are worked to a specific shape. As a result, the current 4 flowing in the electrode 2 and electrode lead 3 generates a specific magnetic field 5. The movement of a cathode point 6 is controlled by the magnetic field 5, by which the regulation of the surface roughness of the work 1 is enabled.
