PURPOSE:To reduce a cost and to simplify maintenance while preventing illegal actions. CONSTITUTION:Digital copying machines 101, 102 and 103 incorporate a first judgement device 212 for recognizing securities such as paper money or the like. Then, whether of not the illegal action of copying the securities is to be performed is judged and copying is prohibited in the case of the securities. A central controller 104 incorporates a second judgement device 301 for recognizing highly classified documents set (decided) by a user, judges whether or not inputted image data are the image data of the highly classified document and outputs the judged result. The digital copying machines 101, 102 and 103 and the central controller 104 are connected by communication lines (a local area network is formed), the image data are sent from the digital copying machines 101, 102 and 103 and the judged result is sent from the central controller 104.
