PURPOSE: To prevent the degradation of the quality of data and to improve throughput by coping with a control to let a report and transmission information coincide with each other when a communication terminal violates the report and optimally controlling cell abandonment on an exchange side in the future. ;CONSTITUTION: When the transmission information from the communication terminal 1 violates a report value, a report management part 6 informs the terminal 1 of a change instruction and terminal management information. Then, when the terminal management information is received, the terminal 1 corrects the report and reports to an exchange. Also, in order to optimally controlling the cell abandonment on the exchange side in the future, a priority cell counter 11 counts priority cells arrived at a buffer 10 at every interval of unit time and inputs the value WK to a prediction device 12. The prediction device 12 stores the priority cell arrival number W(K) at the present point K of time and (m) pieces of the priority cell arrival numbers in the past from the present point K of time to the point K-m of time and outputs a predicted priority cell arrival number W'(K+1) until one point of time after by using them.
