Disclosed are a power control system and a power control method for reducing interference in a heterogeneous network. According to an embodiment of the present invention, the power control method for reducing interference comprises: a step of receiving a link connection request from a femto-cell terminal; a step of transmitting an uplink signal when the link connection request is approved; a step of receiving information about neighboring macro-cell base stations; a step of controlling the power of the uplink signal when receiving a high-interference indicator (HII) report among the information about macro-cell base stations; and a step of controlling the power of the uplink signal based on service priority while satisfying predetermined constraints, if the HII report is received after the power of the uplink signal is reduced to a predetermined level of required power.;COPYRIGHT KIPO 2015
