PURPOSE:To improve a low concn. sludge slurry to the dehydrated cake applicable to the earth to be refilled and to form the stable dehydrated cake having low water content. CONSTITUTION:This surplus soil making method which forms the stable dehydrated cake from the sludge, and the low concn. sludge slurry flock-settling agent consisting of an inorg. flocculant and an org. high polymer flocculant and used to this method are provided.
