The method comprises the steps of cutting paper according to a size of a frame; spreading an adhesive over the outer surface of the paper; disposing a container containing feather of corpuscular state on the bottom of the frame by engaging the paper with a static electricity generating unit; adsorbing the feather onto the paper by generating static electricity through the static electricity generating unit; and making the feather dry at constant temperature.
