FIELD: metal pressure forming. SUBSTANCE: shears have sliders, arranged in guides of a frame of the shears for round cross section rolled stock with possibility of reciprocation motion with the aid of a drive mechanism. Universal cutters are mounted on the sliders. Shearing edges of the cutters are arranged in parallel one with another in the same plane by acute mutually opposite angles relative to supporting surfaces of the respective sliders, the acute angles being less, than 10 degrees. A clamping mechanism is mounted in the frame with possibility of free rotation around an axis, normal to a plane, passing through cutting edges of the cutters.
