Discharging chamber 2 and measuring chamber 3 are mounted in casing 1 of the device with conducting partition 4 between the chambers. Crowning electrode 5 is in discharging chamber 2 and measuring electrode 6 is in measuring chamber 3. Grounded electrode 7 is horizontally movably mounted in the lower part of casing 1.
