PURPOSE: To improve the coding efficiency by selecting a motion vector detected with low accuracy when a moving speed is higher than a reference speed and selecting a motion vector detected with high accuracy when a moving speed is lower than the reference speed. ;CONSTITUTION: A reference value for a moving speed to select a motion vector is set to a reference value setting section 5. A motion vector selection section 6 selects either a high accuracy motion vector 104 outputted from a high accuracy motion vector detection section 3 or a low accuracy motion vector 105 outputted from a low accuracy motion vector detection section 4 based on a reference value outputted from the setting section 5 and a moving speed 103 outputted from a moving speed detection section 2. That is, when the moving speed 103 is higher than the reference value, the vector 105 is outputted and when the moving speed 103 is smaller than the reference value, the vector 104 is outputted as a selected motion vector 107.
