PROBLEM TO BE SOLVED: To reduce the transmission bit number of video signals, thus a band width. SOLUTION: This method is provided with a process for deciding the sample average and sample varience of the KK pieces of picture elements included in one block, the process for deciding two restoration values and a bit plane for the respective blocks, the process for scanning the KK pieces of binary picture elements included in the bit plane in a zigzag system and generating a run length and a level value, the process for encoding the run length and the level value by using a predetermined variable length encoding table and generating an encoded bit plane, the process for deciding selection signals for indicating the one expressed by a smaller bit number of the non-encoded bit plane and the encoded bit plane, the process for selecting the non-encoded bit plane or the encoded bit plane corresponding to the selection signals and the process for synthesizing the two restoration values and the selected non-encoded bit plane or encoded bit plane.
