PURPOSE: To prevent the stoppage of a monitoring processing and to flexibly cope with the increase and decrease of systems by constituting a group hierarchy for which the plural systems connected to a network are turned to one group and performing mutual monitoring for the respective groups. CONSTITUTION: In this inter-system monitoring device, a position decision means decides a slave or master node in response to a reply to a subscription request from a request generation means, and in the case of making a decision as the master node, the information required for group management received in a group management means 3 of a monitoring object node is stored in a storage means 5 and a monitoring processing means 4 monitors the monitoring object node based on the information. The respective nodes are provided with plural inter-system monitoring device units, one of the plural units is allocated respectively to the group when a master node group is present in a slave node group, to the group when a grand master group which is the higher order of a master is present further and to the respective groups when the respective groups constituted in the higher order are present similarly and monitoring is hierarchically performed.
