PROBLEM TO BE SOLVED: To easily enhance the quality of a device by controlling the device in such a way that the measuring function of a ROM is accessed by a specific open code in which electrically erasable and writable means have been stored in the EEPROM. ;SOLUTION: From the function number of the initialization code input from an input unit 12, it is determined that the open codes are within any initialization code by the control of a control computer 14. The initialization code corresponding thereto is read from a RAM 17, and this is compared with a given initialization code. When it agrees, the open code is stored in the RAM 17, EEPROM 16 as the accessible means by which a desirable additional measurement function can be accessed from a ROM 15, so that the desirable additional measurement function is clarified. When it does not agree, this clarification is denied, and in many cases, a specific measurement function is clarified by a trial base. The acceptance or denial of the respective cases is displayed on a display unit 13.
