A copper block 1 to be applied to the rail incorporates a heat sensor 3 for measuring the temperature of the rail, and a C-shaped magnetic circuit 7 with its two ends on the surface 1A of the block 1 designed to make contact with the rail R; the said magnetic circuit 7 being combined with a primary electrical winding 9, capable of creating a cyclic signal, and a secondary electrical winding 12 capable of detecting this signal, when and only when the C-shaped magnetic circuit 7 is closed through the ferromagnetic material of the rail.
