The tool consists of two pivoted lever handles (10,11) connected to cutting (12) and counter-cutting (13) blades and performing a scissor action about a pivot (14). One of the two handles (10) is longer than the other (11) to allow the user to apply additional pressure to the handle with the palm of his free hand to increase the cutting effort. The length of the longer handle is under 20 cm.
