FIELD: power transmission lines, telephone lines which are protected against moisture and which are tested for sealing by means of insulating gas at excess pressure. SUBSTANCE: device has compressed air source, heat exchanger, air filter, desiccating unit, receiver, controlled pressure-differential device, unit for draining condensed moisture, and pipes which connect said units. Desiccating unit is designed as membrane gas separating unit which membranes are designed as hollow fibers. Unit for draining condensed moisture has at least one chamber where condensate is stored and electric or pneumatic valve of periodic operations. In latter case, unit for draining condensed moisture has two chambers which are separated by diaphragm. One chamber is connected to heat exchanger, another one is connected to additional receiver which is connected to air pipe between desiccating unit and controlled pressure-differential device by means of side branch. If seal of envelop is broken, this area is located by means of gas detector which detects decreased concentration of oxygen in air in broken area. EFFECT: simplified design, simplified use, possibility to combine air desiccating and oxygen concentration lowering.
