PURPOSE: To form a high grade film excellent in coating appearance at the time of forming a film with a coating soln. contg. electrically conductive fine particles by incorporating a specified salt and electrically conductive fine particles dispersed by the same. ;CONSTITUTION: Electrically conductive fine particles of one or more selected from among carbon black, Sn doped In2O3, Sb doped SnO2 and titanium oxynitride as particles imparting satisfactory antistatic performance and electromagnetic-wave shielding property and a salt represented by the general formula, RmH4-mAX (where R is 1-8C hydrocarbon, 1≤m≤4, A is N or P and X is hydroxyl or halogen) are incorporated into a mixture of one or more kinds of solvents such as water, alcohol, ketone and ether, and a soln. contg. the electrically conductive fine particles uniformly dispersed in the salt is prepd. as a coating soln. by dispersion with a pulverizer such as a colloid mill or a dispersing unit such as a homogenizer. The coating soln. is applied on a substrate and cured by heating to form the objective low resistance film.
