The high efficiency vertical cavity surface emitting laser has first and second mirror stacks and an active area having an optical mode between the first and second mirror stacks. The second mirror stack is formed in a mesa having an exposed end face, and has a larger diameter than the outer side wall and the optical mode. A portion of the first mirror stack adjacent to the active region has a reduced electrical conductance such that the operating current is transferred from the first mirror stack into the optical mode of the active region.
