FIELD: ferrous metallurgy. SUBSTANCE: in a known method involving oxygen blowing metal smelt in converter, heating the smelt prior to be released into ladle to a temperature by 5-20 C higher than the specified one, adding reducing constituents, alloying agents, and vanadium-containing material into metal smelt when being poured in into the ladle with simultaneously blowing through the smelt in ladle with inert gas, distinguishing feature of process of invention consists in that, as vanadium-containing material, vanadium slag with summary calcium and magnesium oxide content at least 12 wt % and total iron content not more than 22 wt % is used, while reducing constituents are introduced into ladle in quantity required to provide silicon content in metal smelt 0.06-0.09 wt %, and vanadium slag is charged, after all reducing constituents and alloying agents added, in amount providing silicon content in finished steel 0.03- 0.05 wt %. EFFECT: improved mechanical characteristics of balanced steel and increased summary index of consumption of vanadium in production of industrial vanadium pentoxide, ferrovanadium and when alloying balanced steel with no increase in consumption of reducing constituents.
