This device essentially comprises: & br / - an inductance of limitation (ls), mounted in series with the said components (int1 and int2), & br / - a limiter capacitor (cs1 and cs2), which can be connected in parallel on each of said components, & br / - a dipole (rs) for evacuation of electrical energy, & br / - of the connection means (ds1, dc1, ds2, dc2) making it possible, on the one hand, the connection of the capacitors of limitation at the terminals of said components during the blocking phases, and on the other hand, during the blocking phases of the demagnetizing circuit making it possible to discharge the energy stored in the inductance of limitation, to said dipole of discharge, and, during the phases of starting, in a first time, the constitution of the discharge circuits making it possible to transfer the energy stored in the capacitors of a limitation to the inductance of limitation, and in a second time, the construction of a demagnetizing circuit, which makes it possible to discharge the energy thus transferred in the inductance of limitation, to the energy discharge circuit.
