PROBLEM TO BE SOLVED: To enable a low-cost and sure control to be carried out by a method wherein a heat exchanger or the like are formed into an integral assembly in a heat storage device for freezer and refrigerator, work cost of a brine circuit and a refrigerant circuit occurring at an installing site is reduced and an initial cost of an entire system is reduced and a controlling method is simplified. SOLUTION: Heat exchangers 13, 13a and 28, expansion valves 17 and 17a for ice making operation, a brine circulating pump 19, a plurality of control valves 9, 12, 14, 18, 20, 9a, 12a, 14a, 18a, 20a, 24, 27 and 29, a brine inlet or outlet pipe connected to a heat storage tank 21 and a refrigerant inlet or outlet pipe connected to each of freezers 7, 7a and 22 are integrated into a unit and, at the same time, a device H and a freezer are arranged near the heat storage tank 21. A controlling method is carried out such that a changingover of an ice making operation/supercooling operation in the brine circuits 4b, 5b and 6b and refrigerant circuits 4a, 5a and 6a is controlled according to time schedule and the like.
