PROBLEM TO BE SOLVED: To enable an insulated electric wire to be effectively manufactured without using ammonia water for dispersion by providing an insulation film containing a fluoro compound having a polymer contain its circular structure expressed by a specific chemical formula directly on a lead wire or via an insulation layer. ;SOLUTION: An insulation film containing a fluoro compound having a polymer including its circular structure expressed by a formula I (where l, m, n are 0 or positive integers) or formula II (where R1 to R4 are fluorine atoms or fluoro-alkyl groups) is provided directly on a lead wire or via an insulation layer. That is, an insulation coat composed of a polymer containing its circular structure expressed in formula I or formula II being dissolved in an organic solvent is coated, and the insulation film in which the solvent in the solution is made volatile is provided and manufactured.
