PROBLEM TO BE SOLVED: To easily and reliably temporarily fasten the reel web starting end on which outfitting work is performed by arranging a tab sending supplying means on the side opposed to a reel of a pressing roller, detecting the starting end of a web, and pressing the pressing roller to an outer peripheral surface of the reel. ;SOLUTION: When a starting end outfitted web starts to be wound round a reel 100, a sensor 25 starts to detect the starting end of a web of the reel 100. When the sensor 25 detects the starting end of the web, an actuator is actuated on the basis of a signal from the sensor 25, and a pressing roller 14 is pressed against an outer peripheral surface of the reel 100. When the pressing roller 14 is pressed against an outer peripheral surface of the reel 100, the pressing roller 14 and winding shafts 10 and 17 rotate according to rotation of the reel 100, and a tab 103 of a tab reel 105 is sent and supplied to the tip side of the pressing roller 14, and the starting end of the web is temporarily fastened to the ouer peripheral surface of the reel 100.;COPYRIGHT: (C)1998,JPO
