PROBLEM TO BE SOLVED: To forecast development and attenuation of precipitation from a radar picture image while the operation cost is reduced. SOLUTION: In this equipment, the radar picture image of a rainfall region is inputted by an image input part 100. The inputted time series radar picture images are stored by an image storage part 110. The area-intensity change of the rain region between two or more continuous two-dimensional picture images is one-dimensionally detected by an image processing part 120. From the one-dimensional time series signal of the area.intensity change of the rain region, the change of development and attenuation of the rain region is forecasted by a precipitation development and attenuation forecasting part 130. The forecasted results are outputted by an output part 140.
