PROBLEM TO BE SOLVED: To obtain a composition desirable as a cosmetic composition by treating a specific cross-linked elastomer with a volatile low-molecular weight silicone oil. SOLUTION: This composition comprises (A) a gel with a durometer hardness determined in accordance with the ASTEM D-2240-91 of =5 formed by hydrosilylation between (i) a linear alkenyl-terminated polyorganosiloxane of formula I [(x) is =500; (a+y) is 1-20, (a) and (y) are each 0-20; Mvi is R1 R2 R3 SiO1/2 (R1 is a 2-10C monovalent unsaturated hydrocarbon; R2 and R3 are each a 1-40C monovalent hydrocarbon); D is R4 R5 SiO2/2 (R4 and R5 are each the same as R2 ); Dvi is R6 R7 SiO2/2 (R6 and R7 are the same as R1 and R2 , respectively); M is R8 R9 R10 SiO1/2 (R8 to R10 are each the same as R2 ] and (ii) a resin of formula II [Q is SiO4/2 ; MH is a group of formula III (R11 is the same as R2 ; (b) is 1-3); ratio (w)/(z) is 0.5-4.0; (j) is 2.0-100] in the presence of a 1st silicone having a viscosity of about below 1,000cSt at 25 deg.C and (B) a 2nd silicone having a viscosity of about below 1,000cSt at 25 deg.C. this composition, which is a homogeneous liquid 500-150,000cSt in viscosity at 25 deg.C, is obtained by suspending the component A in the component B followed by subjecting the suspension to mixing treatment with the component B.
