PROBLEM TO BE SOLVED: To enable synchronizing the transmission times of respective transmission points to be required at the time of constituting SFN(single frequency network) by an OFDM(orthogonal frequency-division multiplxing) system. SOLUTION: In a transmitting device 8 arranged in a playing place, information of the transmission times of the respective transmission points and information concerning a delay time to be inserted are made into a packet form and, after that, are packet-multiplexed (time division multiplexing) in a data packet string to be transmitted. In OFDM transmitting devices 9 and 11 arranged in the respective transmission points, a packet including transmission time information or information concerning the delay time to be inserted is identified, transmission time information or information concerning the delay time is obtained and a required delay is given to the data packet string to be transmitted by the information so as to transmit.
