PROBLEM TO BE SOLVED: To make it possible to easily and surely obtain a light controllable element of a volumetric hologram type having a wide reflection wavelength width. ;SOLUTION: A liquid mixture 30 composed of a nematic liquid crystal having positive anisotropy and photopolymerizable monomer is injected into a cell 10 formed by disposing an upper substrate 11 on which transparent electrodes 12 are formed and a stearic acid orienting agent is applied as an oriented film 13 and a lower substrate 21 on which transparent electrodes 22 are formed, so as to face each other apart a prescribed spacing. At this time, refractive index in the liquid mixture 30 is eventually continuously charges in the direction perpendicular to the cell 10 by the double refractiveness of the liquid crystals 1. In this state, the photopolymerizable monomer in the liquid mixture 30 is polymerized by irradiating the liquid mixture 30 with laser beams 101 and 102 of the same phase from the upper substrate 11 side and the lower substrate 21 side in this state. The entire part of the cell 10 is thereafter heated to melt the stearic acid forming the oriented film 13 into the liquid crystals.
