The valve disc 24 of a passage control means 18 is provided at a washing position, that is, stops the supply of raw water to a water supply pipeline 8b on the side of the cathode chamber containing a microfilter and allows a water supply port 22 and a drain port 23 to communicate with each other to drain acidic water formed in the anode chamber 7 from the cathode chamber 6 and the drain pipeline 10 through the water supply pipeline 8b on the side of the cathode chamber.
