PROBLEM TO BE SOLVED: To provide a digital image signal processor and an image pickup device with which exact signal processing is enabled while always fixing the delay state of a digital image signal to be supplied to a signal processing system even when aspect ratio conversion is canceled or set. SOLUTION: Based on a 1st write clock, the digital image signal of a 1st clock rate is written into FIFO memories 5a-5d for every horizontal period during one horizontal period at the 1st aspect ratio and in a 1st mode, based on a 1st read clock, the digital image signals for one horizontal period are read out of the FIFO memories 5a-5d for one horizontal period. In a 2nd mode, based on the 2nd read clock of a 2nd clock rate related to the conversion ratio of these 1st and 2nd aspect ratios, one part of digital image signals for one horizontal period is read out of these FIFO memories 5a-5d for one horizontal period.
