PURPOSE: To provide a material having superior high temp. characteristics, such as high temp. long time creep rupture by subjecting a steel bloom with specific composition to heating at specific temp. for specific time and then to rolling or forging. ;CONSTITUTION: The steel has a composition consisting of, by weight, ≤0.03% C, ≤3.0% Si, ≤3.0% Mn, 0.01-0.08% P, ≤0.06% Al, ≤0.15% N, 6-16% Ni, 15-22% Cr, and the balance Fe with inevitable impurities. The bloom of the steel is heated at 1100-1300°C for ≥2hr and then rolled or forged. Further, ≤3.0% Mo and/or ≤5.0% W is incorporated into the above steel.
