PURPOSE: To increase the following property to the load without hurting the ambient safety, and to respond to a high steam load ecconomically, by making the steam pressure set value of an evaporator to generate the steam by the recovered exhaust heat to the higher side when the steam load is small, and to the lower side when the steam load is high. ;CONSTITUTION: An exhaust heat source fluid of a gas turbine exhaust gas, for example, is fed to an evaporator 3 through an auxiliary combustor 1 and a flow control damper 2. A supply water from a water supply tank 4 is fed to the evaporator 3, so as to generate a steam by a heat exchange, and it is fed to a specific steam demand position through a steam flow control valve 6. A bypass circuit 8 is provided from the upstream side of the flow control damper 2, and a bypass damper 9 is provided. The steam flow detected by a steam flow sensor 13 and steam pressure set value from the maximum steam flow and the like are operated, and the openings of the dampers 2 and 9, a control valve 10, or the like is controlled depending on the deflection signal with the pressure detected by a steam pressure sensor 12.
