PROBLEM TO BE SOLVED: To provide a simulating device for determining efficient operation parameters in picking work for various cargoes. SOLUTION: A simulating means 3 for a simulating device 1 to simulate picking work in a physical distribution system in accordance with given operation parameters and support optimum determination of the operation parameters is formed by a schedule part 5 to set a working schedule by using several types of operation parameters, which give a relationship between the arrangement by location of cargoes held by a storage means 4 and a standard working time, for shipping data in terms of picking work given via an input/output means 2, a computation part 6 to compute a value for picking work in the working schedule and an output part 7 to output the computed value for picking work, so that the determination of the optimum operation parameters showing the minimum value for picking work can be supported.
