PROBLEM TO BE SOLVED: To provide a more economical cooling water controller simple in constitution, in a cooling water circulation system which has a cooling tower. SOLUTION: This cooling water controller is equipped with a conductivity meter 7 which detects the conductivity of retained cooling water 14, to detect the degree of concentration of the cooling water 14 retained within a cooling tower 1, a float switch 6 which detects the water level of the retained cooling water 14, a drain path 4 which drains the cooling water 14 held within the cooling tower 1 through a first opening and closing valve 42, a water makeup path which lets water flow into the cooling water 1 through a second opening and closing valve 53, and a control means 9 which performs the drive control of the first and second opening and closing valves 42 and 53, based on the detection value of the conductivity meter 7 and the detected water level of a float switch 6.
