PROBLEM TO BE SOLVED: To secure enough adhesion between a copper or copper alloy core and a synthetic resin insulating layer in a laminated press molding by stacking a copper foil through a synthetic resin insulating layer on a copper plate or a copper alloy plate where a treatment film is made by electrolytic chromic acid treatment. ;SOLUTION: Part of lead electrodes 4 and 4 are mostly soaked in an electrolyte, with their tops exposed to air, and the copper core 1a is sunk in the electrolyte 3, being electrically connected to the lead electrode 5 in condition that it is hung from the lead electrode 5. The lead electrodes 4 and 4 work as anodes and a lead electrode 5 works as a cathode, and DC 5-20 VC is applied between the lead electrodes 4 and 4 and 5. Then, as a chromic acid film by electrolytic chromic acid treatment, a black film having enough film strength, which is obtained by properly setting the various conditions such as treatment time, current density, etc., is suitable.
