SOLUTION: A client 102 sends a request to a camera server 101 through a network and when it is received, the server 101 distributes video data to the client 102 and the client 102 can see video that is picked up by a camera 103. Also, the client 102 sends a camera control instruction to the server 101 and can perform an operation such as zoom, pan and tilt of the camera. An image that is shown in a video display area undergoes electronic zoom processing and is shown since the zoom control instruction of the camera 103 is inputted until the image is received after zoom control is finished.
