PROBLEM TO BE SOLVED: To attain intruding object recognition without any non-detection time by comparing an input picture with a constant time interval until a stable background picture is obtained, and detecting an area in which a luminance difference value obtained for each picture element is large as an object. ;SOLUTION: In an initial background picture preparation step 12-1, a picture is fetched with a constant interval, for example, in each 0.5 seconds, and the weighted mean calculation of the picture is operated so that a stable picture, that is, a background picture in which an object is absent or an object can be ignored can be prepared. Several minutes are required for this initial background picture preparation step 12-1. Object detection during that time is operated based on an inter-frame difference 13 for each input picture inputted with each constant time interval. In this object detection, the inter-frame difference detection is switched to a background difference 14 by weighted mean when an initial background picture is prepared. Therefore, monitor can be started with the object detection by the inter-frame difference 13 simultaneously with the start of the object detection.
