PROBLEM TO BE SOLVED: To generate effectively the stress concentration on a cleavage at the time of expanding an air bag, and achieve the remarkable improvement of cleavage performance in the case of applying to a skin material of an air bag instrument panel. SOLUTION: A skin material 4 for an air bag instrument panel 1, which is formed integrally of the skin material 4 with a cleavage section 3 on a site corresponding to the spreading section of an air bag, a door material 6 facing the skin material and a foamed layer 7 injected between both materials 4 and 6 and foamed therein, is molded by the powder slush molding method using a mixed material of TPU (thermoplastic polyethylene resin) mixed with blocked isocyanate powder to be fixed at the normal temperature used as a molding material, and TPU is three-dimensionally crosslinked by the heat generated at the time of molding to control the stretching. The cost of the skin material can be adjusted to the low level easily in compliance with interior parts to which the characteristic range of TPU is applied without damaging the characteristics which TPU intrinsically has.
