PROBLEM TO BE SOLVED: To enable reduction the number of exclusive parts for a picture format converter and to attain simplification by having an A/D converter for converting an analog video signal inputted together with a bus controller with a intermemory transfer function and a format conversion part. ;SOLUTION: An A/D converter 11 converts an analog video signal fetched from an input device into a digital signal. A bus controller 18 transfers a fetched image data to a work memory 15 from a line memory 13, a format conversion control part 14 performs a read-out control, in matching with data transfer the bus controller 18 executes. By the control of the bus controller 18 and the format conversion control part 14, the fetch image data for one frame are fetched in the work memory 15. An encoder 16 encodes the image data in matching with an encoding control controlled by a CPU 17 and transfers the data are transferred to a sound/data multiple part and a communication part and transmits.;COPYRIGHT: (C)1999,JPO
