PPROBLEM TO BE SOLVED: To provide a format conversion device and a format conversion method, which outputs color components of an inputted graphics signal, an OSD signal, or character data as they are and are capable of displaying a screen without outputting halftones or unexpected colors. PSOLUTION: The format conversion device for performing resolution conversion of data having a prescribed resolution in accordance with a resolution of a display screen is provided with a timing generation part for generating a thinning timing of inputted signal data by using a resolution conversion coefficient calculated on the basis of a conversion rate of resolution and a selection part for selecting one temporally closer to the timing generated by the timing generation part, out of two input signal data existing before and after this timing, and resolution conversion in horizontal and vertical directions is performed while holding a combination of inputted signals.
