PROBLEM TO BE SOLVED: To positively protect cargo and the inside of a hold of a ship from rain while moving cargo in the state of being suspended by a crane. ;SOLUTION: All-weather type cargo handling quay installation provided with a crane 1 for unloading cargo between a quay and a ship brought alongside the pier is provided with a closable hatch cover 5 for covering a hatch on the deck of the ship, and a suspended cargo cover 3 removably provided at a hook part 2 for suspending the cargo of the crane 1.
