PROBLEM TO BE SOLVED: To obtain a power-line carrier spectrum spread communication device which is tolerant of the influence of phase deviation of transmission characteristics of a transmission line and actualized with small-sized, inexpensive circuit constitution by setting the main lobe band of spread information on a transmission device side so that the phase shift of a transfer function showing transmission characteristics of a power line is within a specific frequency range. SOLUTION: This device is provided with an information modulation part 2 which modulates a carrier, a false noise generating means 3, a modulator 4 which imposes spread modulation on the output of the information modulation part 2 with the output of a false noise generating means 3, and a coupler 6 which outputs the spread-modulated information to a transmission line. The frequency of this carrier is set to 100 to 200 kHz and the clock of the false noise generating means 3 is set to a frequency of =50 kHz. The main lobe band of the spread-modulated information is set within a frequency range corresponding to the main lobe band so that the phase shift of the transfer function of the power line is =π rad.
