PURPOSE:To judge occurrence of memory effect by discharging a battery for a predetermined time, measuring the battery voltage and storing thus measured battery voltage, and measuring the charging time from the start to the end of charging operation. CONSTITUTION:A battery is discharged and the discharge voltage is measured. Charging time is then measured and the residual capacity of the battery is judged based on thus measured charging time. A judgment is made that the residual capacity of the battery is approximately zero if thus measured charging time is longer than a predetermined time. On the contrary, a judgment is made that a memory effect is produced in the battery if the charging time is shorter than the predetermined time and the measured discharge voltage is lower than a predetermined level.
